Add scripts to run on Jetson before making the image

Naming and directory structure looks good.

I tested jetson_add_ntp_server.sh. Seems to work (i'm able to install packages now). But I get a weird 403 error from jupyter lab.. But Jupyter still runs

I installed by calling 

./scripts/jetson_add_ntp_server.sh

(I started from a system I set up with previous version of JetCard, would this be issue?)

By the way, should we include this in install.sh? For those that we can't include in install.sh we will need to add usage to README

403 error is occuring whenever I try to access files from jupyter

NVM. 403 went away when I refreshed jupyter in browser 💃

I never executed the script with Jupyter Lab open. But yeah, we can include the NTP and USB device mode fix script in the install.sh, just not the expandable script as it is to be excited right before you take out the MicroSD card to make the image.
