Update copyright headers for all source files

@tijyojwad three files need to be updated:

* ./pygenomeworks/LICENSE (line1)

* ./LICENSE (line 189)

* ./ci/checks/check_copyright.py (line 4)

Nice catch!

Updated the LICENSE and check_copyright files. Removed the pygeomeworks LICENSE file
