[cudapoa] overlapping vertical/diagonal update of score matrix with horizontal update #587

investigate overlapping vertical/diagonal update of score matrix in NW with horizontal update. A crude measurement on a short-read set indicated up to 40% of the time can be spent on vertical/diagonal update.
