Added an abstract base class FixedBandAligner (which provides a aligner->reset_max_bandwidth(int32_t)).
Renamed aligner->reset_bandwidth(int32_t) to aligner->reset_max_bandwidth(int32_t).
Fixed a memory-leak in device_buffer's move-assignment
