Changes to scripts and configs to use RAPIDS 2021.08.

@rilango, https://github.com/clara-parabricks/rapids-single-cell-examples/pull/78 is ready to be merged which updates the repo to use RAPIDS 21.08. I notice there are a couple additional changes here. Mind if I merge these commits into #78 and we can merge that in?
