Fixes for build process to accommodate 23.06 base images #1012

Building HugeCTR requires MR 1392 (internal GitLab) to be applied.

@zehuanw @jperez999 clarification what this is about:

1.

The original problem was that upgrading to the tritonserver base image 23.05 will step up the OS from Ubuntu 20.04 to Ubuntu 22.04.
Among other changes, this makes us end up with gcc 11.3 (before it was gcc 9.4)
The GCC change seems to be responsible for most compilation issues that we/you have seen. We fixed those in HugeCTR. Namely in MR 1392 (internal GitLab).

2.

Some upstream dependencies have changed. For example the spdlog version.
Our old method to acquire spdlog was not in alignment with how rmm (a dependency of us, which in turn depends on spdlog) acquires it.
The version jump exposed this problem.
spdlog is acquired in the image, which requires this change.
- Before we downloaded it.
- Now we copy it from the DLFW base image.

@jperez999 After discussing with @EmmaQiaoCh we agreed to tick up the base image to 23.06.

From our side this (incl. the latest fixes) is final and can be used.
