Replaced all license headers with SPDX equivalents and added a main LICENSE file in the LICENSES/ directory

@marsaev I am changing AmgX to adopt the REUSE spec for licensing. Licensing and copyright stay identical, but now using SPDX headers in each file and added a root LICENSE.

This change is to make it easier for external contributions. Let me know what you think. Thanks
