updating wheel publish and supported python versions

Does this fix #1078 ? i.e. we support only Python 3.10+ since we publish a 3.10 wheel.

If that issue is just asking a clear comment in the README, then yes.

we support only Python 3.10+ since we publish a 3.10 wheel.

It's just 3.10 and 3.12. We publish separate wheels for different python version. i.e. https://pypi.org/project/nvfuser-cu121-torch25/#files
