What does this PR do ?

Add a one line overview of what this PR aims to accomplish.

The updates to zh itn are limited to cardinal and decimal grammars.
Cardinal grammar has no major changes except the weight.
Decimal grammar has tagger and verbalizer edited; tagger has a few lines removed and rewrote. No major changes, and verbalizer is the same.
