1) Remove gitlab referenced dockerfile 2) Update dockerfile to Python 3 3) Update lmutils to work with Python 3 string encoding method

Thank you for the PR, Leo. But we discontinued Dockerfiles because NVIDIA TensorFlow containers include OpenSeq2Seq: https://docs.nvidia.com/deeplearning/dgx/tensorflow-release-notes/rel_19.04.html
