GPU Computing with Dask Section #1

Develop a content section that showcases how to use GPUs with Dask, highlighting the dask_cuda package and dask.distributed package

Would be good to highlight Dask's dashboard view to see what the GPU is doing.

I've created an issue for this and will be working on my fork. I'll create a pull request once I've finished the section. Would this be okay or would you still prefer for me to send it over email?

@philipc2 Works for me. Yes, go ahead and create a pull request. I'm still figuring out the format for the materials, so I might reformat it a couple of times. I also want to make sure I attribute it back to you, so I'm going to add a contributors page soon.
