install apex error, flatten_unflatten.obj cannot open #1141

vs2019+py37+ cuda11.1 was ok。 but,vs2019+py39+ cuda11.3 failed。

Same problem with CUDA 11.6, VS 2022 PY38 Seems a bug here - how can we fix this?
