Add `pyproject.toml` #1669

Mention --no-build-isolation in README as it'd be important to avoid a build virtual environment being created and a fresh pytorch being installed there.

note:

the support of multiple --config-settings of the same key seems to be quite recent: https://pip.pypa.io/en/stable/news/#v23-1
pip < 23.1 would require the multiple use of --global-option as in the current README
