[wip] Bump metallb from 0.12.1 to 0.13.9 #1263

Bump metallb from 0.12.1 to 0.13.9.

Newer versions of Kubespray will not be compatible with the older version of metallb.

This currently fails because we need to conver the sample configurations to a crd using this tool: https://metallb.universe.tf/configuration/migration_to_crds/
