Bump swift to 2.24 #49

Plus fixed up pipeline a bit to look more like published dev saio template

Merged via 55ba433199c6124b8ae744d6bf89770b261e87a0. I don't think we should make the pipeline changes, as I'd rather defer to Swift to configure the auto-inserted middleware as necessary (i.e. gatekeeper, catch_errors, and listing_formats).
