Description

• Fix the lagged ensemble scoring scripts
• add --start-time --end-time flags to the scoring scripts
• many bug fixes needed for graphcast scoring
• change output format to .csv for both the medium range inference and lagged ensemble pipelines.
• the medium range pipeline now saves out a score for each initial_time separately.

Thanks for the review @NickGeneva. I fear most of the names and structure around "metrics" are mostly legacy, and were never extended enough to justify having separate classes. I'll leave changing that structure to future work.

I think we could make a nice framework here for data analysis on forecast-like data.
