Earth-2 MIP Pull Request

Description

Switching to Pyproject TOML to conform to latest pep standards. Adding improved metadata. Updating linting from flake8 to ruff to introduce perf and security linting on top of flake 8. Renaming tests folder to test to follow existing standards in modulus/pytorch
