Draft: Diagnostic model improvements #162

Earth-2 MIP Pull Request

Description

Updating some aspects of the diagnostic models:

Migrating them into a models folder
Network code moved to a separate nn folder where it can be stored next to prognostic model code as well
Adding mypy compliance
Adding some refactoring base classes to explore alternative APIs under the hood.
