I like the idea of ISSUE templates, but I think once we have it here, we should agree on having it on all team repos. WDYT @klueska @elezar ?

@yyzxw thanks for the contribution.

As @ArangoGutierrez points out, templates is something that we would like to address at a group-level so as to remain somewhat consistent across projects.
