support vgpu for docker or containerd #163

1. Issue or feature description

now gpu-operator and k8s-device-plugin https://github.com/NVIDIA/k8s-device-plugin support to use vgpu, but we don't use k8s (it's too heavy),how can I use vgpu just use docker or containerd ?
