Update Databricks Notebook for Tools v24.08.0

Fixes #425. This PR updates the Databricks Notebook for Tools v24.08.0.

Changes:

Qualification Notebook:

• Updated TOOLS_VER to 24.08.0
• Included a cell to show the status of each eventlog file that was provided
• Included a cell to show the metadata of each app containing the following info:
  • Recommended GPU cluster
  • File location of full cluster config recommendations
  • File location of only Gpu specific config recommendation

Profiling Notebook:

• Updated TOOLS_VER to 24.08.0
