Describe the bug

I wish the spark_rapids_user_tools would be able to run on Python 3.10+ Currently there are some crashes when the Python version is not as expected.

Thanks @cindyyuanjiang We need to have a task to update the docs after 24.06.0 is released. there is a ton of changes. If we put docs subtasks in the github, all issues will stay pending.
