[BUG] Revisit the categorization of unsupported ops in Qual tool output #1116

Describe the bug

rapids_4_spark_qualification_output_unsupportedOperators.csv and rapids_4_spark_qualification_output_execs.csv have action column that needs to be revisited .

### Tasks
- [ ] Change the name of the categories/column to be more readable
- [ ] Use configurable files to list the ops categories instead of hardcoded values
- [ ] Revisit the criteria of classification for known execs
