[Vulkan] FP16 functionality is not requested by NIS plugin #32

As the result, it leads to validation errors in the sample app and implicitly breaks integrations in other apps in games, which don't have FP16 enabled by default.

Have a fix going through review. This missed the cut-off for the upcoming release, but will be in a later one.
