[Toolkit feature]: Increase AI Upscaler Speed #526

What is the context of the feature/improvement?

For the RTX-Remix toolkit's AI Upscaler, I think it would be beneficial if we investigate and improve upon the speed at which the model upscales. Currently, this model is very slow compared to the alternatives out there that are also ethical upscalers.

Please describe the feature/improvement?

Implementing a faster AI upscaler model is imperative to creating RTX-Remix mods. The current model takes hours to upscale a batch of textures, while others take only minutes with comparable results.

What would be your solution? (optional)

To move boundaries, for Nvidia to become the cutting edge technology in AI upscalers. To have results that are above all competition, at the speed of light.

In deed - i ran 99 DDS textures from 2000 game. It ran for nearly an hour with 4090. And the results were rather poor - since the original texture wasn't high resolution, it just upscaled and applied a lot of blur so it looked like pastel mess.

I expected it to do some actual LLM smart reconstruction if it took that much time.
