Rotate world does not work when camera keyframes are placed #1534

I am able to rotate the world without any problems when there are no keyframes placed, but as soon as a camera keyframe gets placed, if I then try to rotate the world it just spins out of control. It still rotates, but it rotates so wildly that it's impossible to actually rotate the desired amount.
