Use `toml` only and add CI

thanks for the great work! I made some minor changes:

• removed requirements.txt and setup.cfg to move everything inside the pyproject.toml
• added a minimal CI
  • I split up test_state.py into two files to have a dataset independent test
  • I added missing dependencies to the toml

    "geopandas>=0.13.2",
    "protobuf==3.19.4",  # moved this
    "scipy>=1.9.0",
    "opencv-python>=4.5.0"

• added a workflow to automate the pypi upload (you would need to add the secret)

This is fantastic, thank you! Give me a little bit of time to reason about why those dependencies were missing as well as get up to speed on CI with GitHub. Otherwise I'm happy to merge this in :+1:
