Weather stations for non-nwac ACs not implemented #311

I can’t view any weather stations for other centers except NWACs. 15CBCC8C-AA6A-4768-B4B0-8ED8E0712CBB

@charlotteguard you know when I confidently told you I had this working? Turns out I did that in a dream and it's straight up hard-coded to show nothing for anyone other than NWAC since I had no idea how we wanted to present them.

The other ACs expect a map for this view, and a list makes little sense since they have no "special weather stations" like NWAC does, so the list contains something like 300 SNOTEL + MESOWEST sites ...

Added an "under construction" banner in #312 ... still need to do the work to figure out what this looks like.
