The obs submission button doesn’t work from the obs view within the zone view

If you go to observations from the global nav and click submit an ob it takes you to the screen however if you go

• Click any zone
• select observations from the top menu (not global nav)
• hit "+submit" it sometimes doesn't work

This has reproduced for me in the past but isn't currently reproducing..
