Currently, dCFE only supports NN for one CAMELS basin for static attributes. We need time-varying attributes
In the NLDAS forcing data by Gauch et al., (2020) (e.g., this file), we only have E + all the variables needed for calculating PET. Can we just feed in E as the time-varying attributes to NN?

Working on this commit # 47b9a2429426240c823fa8e15ea87f2b8d7e9604 Out of NLDAS data, 3 variables not used for PET calculation are used for attributes (potential_energy, convective_fraction, and longwave_radiation)

This issue NWC-CUAHSI-Summer-Institute/dCFE/issues/9 still persists
