Build the basic base image with gcc clang and cmake

Brief Description A reusable workflow and actions added to build the basic base docker image with gcc, clang and cmake necessary to build a repo. The package installation is done step by step, most likely to install one package in one step, to keep the maximum flexibility. Since image building is not a daily CI job, this step-by-step setting won't affect the CI too much.
