Transfer funds from NOAA to CICOES

[x] Paul work with Kathleen to complete NOAA form on 2021.05.24
[x] Revised draft of project description to Kathleen (due 2021.05.25)
[x] Request for revision from NOAA to UW
[x] Proposal resubmitted to NOAA
[x] Paul complete NOAA form with Kathleen (6/1/21)
[x] Paul confirm funds available with Chris
[x] Paul connect with Larry about NEPA
[x] Kathleen submit to NOAA HQ
[x] Paul check on start date (start date on docs is 7/1/21
[x] Complete NOAA HQ review (up to 60 days)
[x] Confirm funds at UW (amendment #81) should be end of July?
[x] Confirm funds in account spendable by Alex

The award is scheduled to start 7/7/21 - so will actual be as soon as NOAA HQ finished review.
