Reminder to retake Groundwater measurement after Water Quality

The Survey should prompt the user to retake the Groundwater measurement after they take a Water Quality. This was provided as feedback from the first testing event.

It was discussed on the 6/12 meeting that if it is possible/ easy to set up a dynamic choice list then the ideal situation would look like this

"Please scroll up and retake the measurement"
