See if there is the option to use the Collector / ArcMap type sync workflow that does not require the interim scheduled packaging step.

Per the doc that we were viewing in today's meeting, I think that we want to use the On Demand workflow to avoid the need to pre-package data on a schedule. The description on that page sounds like what the Land Management field staff are currently doing with Collector, and it has been working well.

The doc states two benefits of the packaged workflow: scalability for large data / teams, and simplicity for users. With Land Management as an example, I don't anticipate that the hydro data will be large enough to warrant packaging. Additionally, the Land Management field staff, a couple of whom were initially resistant to using Collector, adapted quickly to the offline sync workflow; I'd anticipate that the same would be true of the hydro staff.

Based on this initial reading, I'd recommend the On Demand workflow for two reasons:

I confirmed that we don't need to repackage the offline map area on a scheduled interval.

The user will be able to update the map area 'On Demand' and it will sync to the database at that time.

I updated the Offline wiki accordingly
