Add support schemas to API Schema #213

Description

Add schemas to the api schema that block the commitment tables. These blocking tables are commitment_type, agency_budget, and budget_line

Acceptance criteria

[x] A commitment_type schema exists and mirrors the columns documented in the ERD/reference SQL table
[x] A agency_budget schema exists and mirrors the columns documented in the ERD/reference SQL table
[x] A budget_line schema exists and mirrors the columns documented in the ERD/reference SQL table
[x] The database columns use snake_case and the javascript variables use camelCase
