Description

Create an endpoint to return a list of agencies

Acceptance criteria

[x] an /agencies endpoint is created under paths
- it is placed in alphabetically within the list of paths, as practicable
[x] summary: Find agencies
[x] operationId; findAgencies
[x] tags: Agencies
[x] get method
- 200 response returns a body with parameters
  - agency: a list of Agency #226
- 400 response returns a BadRequest -500 response returns an InternalServerError
