Create an endpoint to return a list of city council districts

Acceptance criteria

• [x] a /city-council-districts endpoint is created under paths
  • it is placed in alphabetically within the list of paths, as practicable
• [x] summary: Find city council districts
• [x] operationId: findCityCouncilDistricts
• [x] tags: City Council Districts
• [x] get method
  • 200 response returns a body with parameters:
    • cityCouncilDistricts: a list of CityCounciDistrict #228
  • 400 response returns a BadRequest
  • 500 response returns an InternalServerError
