Acceptance criteria

[x] Implement the findCapitalProjectsByCityCouncilDistrictId endpoint in compliance with #242
- should be part of a city-council-district domain folder (created in #250)
[x] Write end to end tests
[x] Write unit tests
[x] Remove construction emoji from OpenAPI documentation for the endpoint
