Description

Automatically deploy to staging when merging to main.

Acceptance criteria

[x] A github workflow exists for deploying to heroku staging environment
[x] The workflow applies required migrations to the staging database
[x] The workflow is triggered on merge to main
[x] The workflow integrates openAPI build steps from #273
