Description

Use a construction emoji to indicate that an endpoint still needs to be implemented. Based off discussion here

Acceptance criteria

[x] Add a note in the README which explains the use of the construction emoji to indicate that an endpoint is still in development
[x] Add 🚧 as prefix to the summary of the following endpoints:
- findCommunityDistrictsByBoroughId
- findCapitalProjectsByBoroughIdCommunityDistrictId
