Add ability for using to click on zoning district and see detail panel

Selected zoning district is highlighted on map (see designs)
Show desktop version of zoning district details panel based on selected Zoning District
Depends on zoning district endpoints - https://github.com/NYCPlanning/ae-zoning-api/issues/28 and https://github.com/NYCPlanning/ae-zoning-api/issues/30
