Exclude if enrollment AND capacity = 0?

@mqli322 What should we do here? This is a data issue; the school in the Bluebook db has no enrollment / capacity.

Just don’t show it when there’s no data in enrollment and capacity fields. It’s not a relevant school org. when this happens
