Just to confirm, the four quadrants should be divided by two lines, one at azimuth 45 degrees and the other at azimuth 135 degrees?
Also, this will probably never ever happen, but are there considerations as to what happens when a census tract centroid falls exactly on a line (quadrant boundary)?
