153 devdb init #154

Very basic init file for devdb, so we can start building reports off of it. Doesn't include branch logic yet because of DO folder structure problem. I am curious about these reports in the old devdb app, because some of them maybe seem relevant but they dont exist anymore

The page looks good to me. The table fetched from DO looks fine as well. I feel like we can merge it in and then we can add more things into by the end of the sprint.
