This should should go under the top header. Get date of last updated from zipped output file if it's there. If not take it from some random file

Jotting my own notes down here...Ideally, we can have the date last updated (as its read in from DO) displayed at the top along with the previous version's date it is being compared to. For CPDB, we would have the latest version displayed as the latest officially released date compared with the previous offically released date (i.e. 20221025/22_adopted vs 20220608/22_executive)
