refresh repo for dev health #257

motivations

it's been a while
resolves https://github.com/NYCPlanning/data-engineering-qaqc/issues/232
- aiming for 3.11 though for alignment with other repos and streamlit's max supported python version
starting on https://github.com/NYCPlanning/data-engineering-qaqc/issues/256

changes

replace poetry with python and requirements file
upgrade python from 3.9 to 3.11
replace deprecated streamlit functions
- streamlit.cache() and streamlit.experimental_memo() with streamlit.cache_data()
use bash scripts to do dev things
refresh devcontainer.json
fix ssh key in dev container

tests

running app locally is successful with nothing breaking on pages I checked

lgtm. I like taking out poetry for devcontainers
