Changes:

Made a new Checkbook Folder for streamlit page
Added a data loader function in helper.py
Made a bar chart for check amounts by category with a selector for agencies in checkbook.py

Hey Dea - wondering if it would be helpful to identify some small-scale goals for the app to keep it within a reasonable scope. What are we hoping to achieve with the app - are we aiming to create summary statistics and visualizations of db-checkbook outputs? I think it would help to identify which summary statistics and visualizations would be most useful, and what we can recycle most easily from our exploratory work.
