Researching "unreasonably small" condo bbls --> manually corrected 15 condo BBLs.

Notes on the QAQC page:

1. The "source data" table has been moved up. DPR & OTI sources have been added to the table per GIS request.
2. Outlier Analysis, Unreasonable Increase in Building Area: previously, this table incorrectly showed increase in lot area. Starting PLUTO 24v4, this table now shows building area as expected.

DE QA Notes:

I reviewed the reports where comparison type is "Last of same version type". Notes by QAQC page section:

1. Mismatched Records

• Finance fields: exempttot field has a spike - not sure why or whether it's considered normal.
• All other fields in this section seem fine.

2. Aggregate Changes

• Seems ok.

3. Expected Value Comparison

• Seems ok.

4. Outlier Analysis

• Unreasonable increase in building area: Note that previous PLUTO versions actually displayed lot area. This version correctly shows building area (both current and previous values in the report are correct). Not sure whether the total number of records is high here.

• Unreasonably small apartments: manually corrected condo BBLs with > 100 sq ft res units. The rest in the table are mostly non-condo BBLs

5. New and Vanished BBLs

• ~380 new BBL records and ~20 vanished. Seems fine
