DE<>GIS: Make packaged data easily accessible in ArcGIS #394

GIS currently opens our data assets in ArcGIS straight from the M drive. It would be a big inconvenience if they had to go manually download assets.

This could perhaps involve either replicating certain s3 folders on the M drive, or using a portal or something similar.

We're currently in budget discussions to explore using ArcGIS Portal! Would be a bit before it could be approved and implemented, but worth keeping in mind for DE <> GIS infra discussions
