Project description

We plan to update DCP's Bed/Population Ratios by adding capacity data back to Facilities DB.

Background

Capital Planning has been tasked with updating DCP's Bed/Population Ratios, which measure the concentration of residential facilities like jails, nursing homes, foster homes, treatment centers, etc. in a community. The ratios are meant to be considered by agencies when performing fair share analyses for the siting of new residential facilities.

The Bed/Pop ratios were last updated in 2015. The previous version of the FacDB product, known as the Selected Facilities and Program Sites database contained capacity/beds information as a key input for the ratio updates.

Going forward, we'll be updating the ratios annually to meet Charter requirements.

this Excel sheet in Sharepoint has a list of some of the FacDB sources and details on whether they have capacity information. Only 1 out of 9 does.

will touch base soon on how to request that agencies add/provide capacity data

regarding source data

Based on DCP's response to the Comptroller Office's audit of Fair Share compliance (link), we planned to use Census Bureau decennial population data to update beds-to-population ratios.
